Recently pulses got their so (un)required boost. That might be ok in itself (either side you are looking at it from), but at the same time apparently rendered one beam laser into a complete uselessness.
It's not that the gun itself was great, but with the tracking boost to pulses this pitiful laser has lost its only advantage over rivals.
And it's name is quad light beam
Take a closer look at this piece. And then go compare it with focused medium pulses Some key stats comparison before skills on both:

I guess any Amarr player would choose FMP over QLB any day of the week basing on these mere stats. Moreover, FMP can use that great Scorch crystal to achieve satisfactory range (10.8 * 1.25 * 1.5 = 20'250 m after skills), while loading Aurora crystal nets (9.6 * 1.25 * 1.8 = 21600) about the same range (mind the crappy falloff of 'quads'!), BUT with less than 1/3 of pulse tracking AND lower DPS as well.
What is the tradeoff, would you ask?
Well...
Quad light beam laser II uses only 99 MW and 26 tfu before skills. Wow! That's great! No we can actually fit our ships cause fitting FMP is impossible dut to its tight fitting! Oh, wait...
Really. No one sane uses even FMP, since they are a total crap in comparison with Heavy Pulses (too much DPS lose and a noticable range reduction as well). The only case it's allowed to fit FMP is a very tight fitting MW wise, but even in this case thsi decision is always being made grudgingly.
So what do you expect then from QLBs which are a lot worse than these FMP?
Ways to improve the situation.
1) DOUBLE (yes, DOUBLE) the current QLB tracking - in this case it might become a viable anti-frig weapon. Do remeber it's still a Medium size gun though, with 125m resolution, so it wont be overpowered. And all its remaining stats are dreadful anyway.
2) Get rid of this crap altogether!
Really, Large beams do have nice Tachs, which not only have better range and DPS than regular beams, but they also use less cap per damage done! Oh, well, that's another case (in brief - Tachs have 108% DPS of MegaBeams and consume 105% of their cap per second. That's it!), but the stats new mini-Tachyon Beam Laser could get would prolly be something like this:
DMG: 5.4 (as L Tachs) ROF: 8.33 (using the current MegaBeam/Tach ratio and appying it to Heavy Beam) Optimal: 26.4 km (see line above) falloff: 10 km
Fittings: 40 tfu and 317 MW
Yeah, hammering this monster onto Amarr cruiser-size vessels gonna be a pain, but at least doing so would bring some benefits, while fitting current QLB brings excessive MWs I dare say, which no one can really find a proper use of anyway. On the other hand, these new fitting problems might draw more attention to current Beam Lasers fitting requirments in general. Which are kind of too high atm. ---
